A little late but whatever. Get at it, I don't feel like doing the introductory rundown.

Sometimes. Game & Watch has good match-ups vs Pikachu because of his bucket.

Pikachu has one of the best recoveries in the game and can live at pretty high percents, you'd be surprised. Pikachu's best move is down-smash, it's really similar to Peach's down-smash in Melee but it doesn't do 90% damage. Instead, it sucks them in and hits for 20% and not a good kill move. It has really good priority though, and very good for racking up fast damage. It also lauches them in the air so you can follow up with a thunder or aerial attack. I used Pikachu at my tournament more than any other character, but I still placed the same as Lucco's tournament (4th place), but there were 7 more people at mine @_@

I like Pikachu, and he is one of those "I'd like to be good at him" characters. Pikachu's down smash cannot be questioned...

Just air dodge. The lack of hitstun makes it easily avoidable. I hardly spam it anymore like I used to unless I'm super desperate and my opponent is in the air.

Nonetheless, it is a good move. Pikachu is getting high on the tier list, right?

I would say so. I think the best bet for tiers right now is this
Yoshi Snake Metaknight Mr. Game and Watch Marth ROB Toon Link Pikachu Falco King DDD Diddy Kong Captain Olimar
That's all I got so far.
If any of you remember, this was my old tier list xD. I feel dumb knowing I made this.
Top: Pit, Wolf, Diddy Kong, Marth
High: Falco, Fox, Lucas, Pokemon Trainer, Toon Link
Middle: Mr. Game & Watch, Metaknight, Mario, Luigi, Lucario, Wario, King Dedede, Snake, Kirby, Zelda/Sheik, ROB, Jigglypuff, Captain Olimar, Bowser, Pikachu, Zero Suit Samus, Sonic, Ike, Link
Lower: Ness, Captain Falcon, Peach, Donkey Kong, Ice Climbers
Bottom: Samus, Yoshi, Ganondorf

Yoshi isn't very good in Brawl. The tier list should have Snake at the top and Yoshi at low-middle tier.

I was kidding about Yoshi. Yoshi has terrible match-ups, but if you work with him a bit, he can be very strong and fast. 3/5 of his aerials auto-L-cancel upon landing and his recovery isn't so bad.

Pikachu knows Volt TAckle! It must have evolved form Pichu in Melee!
But seriously, Pikachu is amazing. Down smash ahs super amazing priority. I saw a video of Pikachu's chain grab, but i couldn't replicate it...

The problem with Pikachu is that none of his broken tactics work on someone who knows how to fight Pikachu. Down-smash can be DI'ed out of, making it only deal around 3%. Thunder will almost never hit because it's fairly easy to see coming, just air dodge. Thunder shock approach can be power shielded (it's easy to power shield in Brawl if you learn it), which is bad news for Pikachu because that's one of his best ways to deal damage and to approach. The only thing that Pikachu has for him at high level play is chain grabs on certain characters. Oh yeah, he also has quick attack cancel. Search that on youtube.
Actually, look for Anther on youtube.

Actually, look for Anther on youtube. I did. He's awesome. Since everyone knows how to evade Thunder, you could use thunder to delay their recovery and force them into a vulnerable position. That's what Anther did a lot in a vs. Wolf (DOPEY) battle. Same with Thunderjolt.

Yeah, he also used thunder as a very dangerous egde guarding tool. He would either do reverse down-b's at the ledge or jump off the stage and get them with a sweet spotted thunder.
