In the old days of Melee, Captain Falcon was low tier. Now he is top of Middle tier. However, this is only because of L-cancelling (which allowed combos), and hitstun (plus his knee of justice).
In Brawl, none of this exists. He has no form of approach (other than neutral air which has no priority), he has no "real" combos, his side-b has no combo potential, his throws can no longer set up tech chases or combos, and his falcon kick is now useless for recovery. His up-b is also really screwed up. If he wasn't so manly then you wouldn't question why he is the worst character in the game. Fucking sakurai.

i dont know from what the other guy was saying, hes got no potential... the knee was godly, it was a combo in itself
